Asbestos Transfer Site Grant – Pilot Program
This grant supported the establishment of up to 3 asbestos transfer sites, to trial the infrastructure and services needed to safely receive, manage, and dispose of waste asbestos. The pilot informed the establishment of an asbestos disposal network composed of existing licensed landfills and new short-term asbestos storage and transfer sites.
Local governments and private operators that own and/or manage resource recovery centres and/or landfills were eligible to apply.
The development of the asbestos transfer sites network sits within the Asbestos Disposal Management Plan (ADMP), which aims to ensure Victoria has the infrastructure and supporting systems to enable the safe management and disposal of waste asbestos and to meet future disposal needs.
The ATS grant was funded through the government’s circular economy policy, Recycling Victoria: a new economy.

Fund objectives
The objective of the program was to establish asbestos transfer sites at existing resource recovery centres, transfer stations and/or landfills to:
- enable safe management of asbestos
- increase access to disposal options for small quantities of packaged asbestos
- trial the Operational Support Package (OSP) and Communications Support Package (CSP) that underpin the development and ongoing operation of an ATS (Technical requirements as detailed in Appendix 1 will be incorporated in the OSP)
- collect data and information
- evaluate the Program to inform the ATS network roll-out and strengthen the evidence base for safe management of asbestos into the future.
Funded projects
Grants of up to $120,000 (ex. GST) were available per pilot site.

Why the Victorian Government provided this funding
Under the government’s circular economy policy, Recycling Victoria: a new economy, the Victorian Government has committed funding to develop and implement an Asbestos Disposal Management Plan (ADMP) to ensure adequate disposal sites for asbestos across the state (RV Key Commitment 10.2).
Sustainability Victoria is leading this work in partnership with key agencies and departments, including Environment Protection Authority Victoria, WorkSafe Victoria and the Department of Environment, Land, Water and Planning.
