Statement on outcomes from the Silver Review

On Thursday 4 December 2025, the Victorian Government released a response to the Independent Review of the Victorian Public Service led by Helen Silver AO. In its response, the Government has determined that Sustainability Victoria and its functions will be abolished. 

Sustainability Victoria will therefore close on 30 June 2026

Services and programs now closed 

A number of SV programs and services have ceased activity as of 30 April 2026.  

This includes: 

  • SV Hub space hire service
  • SV’s online circular economy training courses
  • behaviour change and major events service
  • SVLab and research function
  • Buy Circular Service
  • Circular Economy Business Innovation Centre
  • some components of SV’s markets acceleration work.  

Staff for these programs have departed. 

Further updates on the future of resources and activities formerly delivered as part of these programs will be provided through SV’s website and newsletters. 

Programs continuing at the Department of Energy, Environment and Climate Action

A limited number of activities delivered by Sustainability Victoria will transfer to the Department of Energy, Environment and Climate Action from 1 June 2026

This includes the ResourceSmart Schools program, Detox your Home program and FirstRate5 energy software along with some components of SV’s work in markets acceleration, industry and infrastructure development, Small Acts, Big Impact campaign and investment facilitation.

All grant contracts awarded by SV will also continue.

Stakeholders will be notified of any important transfer information through program communication channels. We appreciate your patience as we work to make the transition as seamless as possible. 

Availability of SV customer service channels

SV’s website, customer contact line, newsletters and social media channels will be managed as normal until the closure of the organisation on 30 June 2026. 

Key information on transfer and closure arrangements will continue to be delivered via these channels.

Resource request process near completion 

During its 20-year history, SV is proud to have created an extensive range of information, research and resources.

Thank you to all stakeholders who requested access to these resources as part of our resource request process. 

We experienced significant demand and many, but not all, of these requests have now been processed and completed. We thank you for your patience as 

As we wind up our operations, we encourage you to download any materials currently available on our website to ensure you can access these in future. Most resources will also continue to be available via online archive websites such as Trove and Wayback Machine.

The next chapter

As we prepare for the closure of SV by 30 June, we will continue to work hard for Victorians on the path to net-zero emissions and a circular economy for our state. 

We’ve played a pivotal role supporting Victorians to take real action on the ground, helping them to cut waste and emissions. We’ve expanded local recycling capability and capacity, educated households on waste and recycling, and invested in new and emerging markets and technologies by partnering across business, industry and government. 

We’d like to thank our communities, customers and partners for their support – both as we process this news, and over the past two decades. Following our 20th anniversary last year, we’ve had the opportunity to reflect on the tremendous outcomes we’ve achieved together. 

We hope and trust that you will continue the legacy of Sustainability Victoria.
