Latrobe Valley Home Energy Upgrade Program

The Latrobe Valley Home Energy Upgrade Program helps people who are most in need to reduce energy costs or to improve comfort in their home.

The program is delivering energy efficiency upgrades to 1000 householders in the Latrobe City, Wellington and Baw Baw council areas.

Every living situation is different. Those eligible will receive up to $4500 worth of energy efficiency and renewable energy upgrades, depending on what suits their living situation. Upgrades may include:

  • replacing older fixed appliances, such as heating, cooling and water heating
  • improving the performance of the building, such as insulation
  • installing solar PV systems or heat pump water heaters.

Through this program, we aim to improve the well-being of Victorians on low incomes in these council areas.

Eligibility

You’re eligible if you live in the Latrobe City, Wellington and Baw Baw council areas and one of the following:

  • You have a current Healthcare Concession, Pensioner Concession or Veteran Affairs Gold card.
  • You participate in an energy or water retailer hardship program.
  • You live in Community Housing (including owner-occupied or tenanted through private rental arrangements).

Unfortunately, the program isn’t offered to those living in public housing.

You must be eligible when we first visit your home. If your circumstances change, call our delivery partner, Hill’s Energy Solutions.

Due to the limited number of upgrades available, eligibility alone doesn’t guarantee you a place in the program.

The process

  1. Fill out our form to register for the program. You’ll be added to the waitlist.
  2. If a space opens up, Hill’s Energy Solutions will call to confirm your eligibility.
  3. They’ll visit your home to assess how to make it more energy efficient. To do this, they’ll look at the building, what appliances you have and discuss how you use electricity and gas in your home. This assessment will help identify which upgrades are best for you.
  4. With your approval, the upgrades will be made to your home. If you’re renting, you’ll need to get your landlords consent.

Costs involved

The program doesn’t cost anything to those who are eligible. In some cases, households who receive Solar PV systems may have to pay a reconfiguration fee through their energy provider. You’ll be told if this is the case for you. You’ll also have the chance to opt out if a fee doesn’t suit you.

Each low-income household will be able to receive up to $4500 worth of energy efficiency and renewable energy improvements through the program. Upgrade packages will be chosen to help households to get the best financial return from the upgrade. In some instances, householders who receive solar PV systems may be subject to a reconfiguration fee through their energy retailer/distributor.
