Victoria is home to a number of plastic reprocessing facilities, which recycle almost half of the nation’s recovered plastics.

The increase in supply

The Council of Australian Governments (COAG) export ban for unsorted mixed plastics is coming into effect in mid-2021. This will be followed by export bans for single resin polymer plastics in mid-2022. These plastics present significant opportunities for investors in Victoria.

There is a pressing need for industry to transition from recovering mixed plastics bales to recovering plastics separated by polymer. This transition will align with the 2022 ban, enabling reprocessors to sell single-polymer plastic streams to domestic and export markets.

In addition, new national packaging targets are increasing the amount of plastic packaging being recycled, as well as incorporating greater recycled content in packaging. These targets have led to increased demand for recycled plastics from large consumer product brands and manufacturers.

Peak industry groups such as the Australian Food & Grocery Council (AFGC) have committed to developing industry-led recycling schemes in support of these targets. The ANZPAC Plastics Pact is also bringing key players together with a shared vision of a circular economy for plastic, to implement industry-led innovations and solutions, tailored to the region.

Opportunities

  • Additional infrastructure is required to separate and produce plastic flakes and pellets by polymer in Melbourne and regional Victoria from 2022.
  • Advances in reprocessing technologies (mechanical and chemical) present significant opportunities particularly for polymer types 3 to 7 and flexible plastics.
  • Upgrade Victorian resins manufacturing infrastructure to incorporate recycled plastics into new plastic products.
