The Bioenergy Infrastructure Fund supports projects that use bioenergy technologies for the recovery and reprocessing of organic waste from commercial, industrial and municipal sources.
There is up to $750,000 in grant funding available to help with investment in bioenergy technology. This includes funding equipment, infrastructure and support for technical and feasibility studies.

Who is eligible?
These grants are for government organisations (including local, state and federal), community organisations, businesses and social enterprises that have:
- been in operation for at least 12 months
- met satisfactory environmental, safety and financial performance.
- 30 September 2019 – applications open
- 28 October 2019 – applications close
- Early 2020 – grant recipients announced
- Early 2020 – funding agreements established and projects commenced
- 30 October 2020 – grant projects must be complete
Types of grants
Applicants can apply for funding amounts ranging from $50,000 to $750,000 per project.
This grant assists projects that are seeking to purchase, install, commission or upgrade bioenergy infrastructure or equipment to recover and reprocess food and other organic waste diverted from landfill.
This funding type is conditional on a co-contribution of money:
- For applications by business and industry, each $1 of funding from this grant must be matched by a $3 co-contribution.
- For applications by government, social enterprises, community organisations, each $1 of funding from this grant must be matched by a $2 co-contribution.
- In-kind co-contributions do not count towards the required co-contribution but can still be listed under other contributions in the budget section of the application form.
Successful infrastructure projects will:
- contribute to diversion of food or organic waste from landfill from the commercial and industrial or municipal solid waste sectors
- be for bioenergy facilities under a 5-megawatt capacity
- generate energy (heat, biofuels or electricity) for use behind the meter or export electricity to the grid or for use as transport fuels
- be located and processing feedstock in Victoria
- not compete with avoidance, reuse or recycling (principles of the waste hierarchy)
- demonstrate that the technology has a proven technical and commercial track record in Australia and/or internationally
- use technology already been identified and ready to be deployed
- have the potential to be replicated to other sites in Victoria (for the same or similar industry).
2. Business case or feasibility/technical study
Applicants can apply for funding amounts ranging from $20,000 to $100,000 per project.
This funding is for developing a business case, feasibility or technical study for any bioenergy facility in Victoria.
This funding type is conditional on a co-contribution of money. Each $1 of funding from this grant must be matched by a $1 co-contribution.
In-kind co-contributions do not count towards the required co-contribution but can still be listed under other contributions in the budget section of the application form.
Successful business cases or feasibility/technical studies must:
- support the development of a proposed facility to recover and reprocess food or organic waste from the commercial and industrial or municipal solid waste sectors
- be for a proposed facility located in Victoria
- be for a proposed facility that will process feedstock from Victoria
- be undertaken by someone with expertise in conducting business cases, feasibility/ technical studies.
The Bioenergy Infrastructure Fund is the second round of funding from the Waste to Energy Infrastructure Fund which is supporting investment in waste to energy technologies that will assist Victoria in achieving the transition to a low carbon economy by reducing greenhouse gas emissions and diverting waste from landfill.
The program supports investment in energy technologies that will assist in meeting Victoria’s emissions target, as well as the Victorian Renewable Energy Target. Increased recovery of waste will also help to reduce our reliance on landfills, one of the key objectives of the Statewide Waste and Resource Recovery Infrastructure Plan.
The objectives of the Bioenergy Infrastructure Fund are to:
- facilitate the removal of barriers to the development of bioenergy infrastructure.
- divert organic waste from landfill, particularly food waste from commercial and industrial and municipal sources.
- demonstrate distributed and localised bioenergy solutions that can be replicated.
- contribute towards the Victorian Government’s zero net emissions target by 2050 and circular economy goals.
The fund aims to unlock investment in bioenergy infrastructure which achieves greenhouse gas emissions reduction through the recovery of organic waste that is not able to be captured through higher order application of the waste hierarchy.
