Become an accredited thermal performance assessor
To become accredited, thermal performance assessor you are required to undertake the following:
Step 1 - Proficiency in the use of Second Generation software eg. FirstRate5
To become an accredited FirstRate5 assessor with Sustainability Victoria you must first enrol in a Short Course in Building Thermal Performance Assessment (Residential). These courses are offered in partnership with accredited training providers state-wide. You can find a list of training providers here.

Step 2 - Purchase a copy of FirstRate5
The software and user manual are available for purchase from Sustainability Victoria at a cost of $550 (including GST and postage).
Step 3 - Pass training and assessments
Prospective thermal performance assessors must successfully complete training and its associated assessments with a registered training provider. On successful completion of the course a Statement of Attainment will be issued by the training provider to confirm successful completion of the course.
Step 4 - Sign the Code of Conduct
Accredited thermal performance assessors must agree to uphold the Accredited Thermal Performance Assessors Code of Conduct.
Step 5 - Apply for accreditation
Following successful completion of the Short Course in Building Thermal Performance Assessment, assessors should apply to Sustainability Victoria for Victorian accreditation.
This application requires assessors to send to SV:
- the last two pages of the Code of Conduct, complete with your details
- a copy of your Statement of Attainment
- Proof of Professional Indemnity Insurance
- check or money order for $275*.
* If you are already accredited with Sustainability Victoria you do not need to send this payment.
Alternatively successful course goers may apply for National Accreditation through a nationally accredited organisation such as ABSA.
Step 6 - Annual rating checks
Each year, Sustainability Victoria will conduct random checks of energy ratings. The accredited energy rater must be prepared to forward the software files and plans for check testing by Sustainability Victoria. The number of checks will vary with the volume of ratings undertaken and where self-certification of designs is undertaken.
