The environment portfolio (Sustainability Victoria, the Department of Environment, Land, Water and Planning and EPA Victoria as well as the Waste and Resource Recovery Groups) provides the Victorian Government with policy advice, environmental regulation, programs to implement policies and reporting on the state of Victoria's environment.
Sustainability Victoria delivers programs to achieve the Victorian Government's policy objectives. We support and complement the work of our portfolio partners by providing advice to inform policy, and delivering programs that encourage organisations to go beyond the minimum environmental compliance requirements.
We also support and complement other departments and agencies beyond the environment portfolio including the Department of Economic Development, Jobs, Transport and Resources in its role to promote economic development and Victoria's clean tech sector.
There are seven Waste and Resource Recovery Groups (WRRGs) in Victoria. WRRGs are Victorian State Government statutory authorities established on 1 August 2014 by s49C(1) of the Environment Protection Act 1970. The WRRGS succeeded the former Regional Waste Management Groups (RWMGs).

The objectives of a Waste and Resource Recovery Group are:
In seeking to achieve their objectives the Groups are required to collaborate with councils, Sustainability Victoria, the Environment Protection Authority (EPA), industry, business and the community.
The Groups have a legislative responsibility to each develop their Regional Waste Resource Recovery Plans (RWRRIPs) to set out how the waste and resource recovery needs of their region will be met over a 10 year period.
The RWRRIPs will align with and be integrated into the Statewide Waste and Resource Recovery Infrastructure Plan (SWRRIP). The SWRRIP identifies long term strategic directions to inform and guide planning for waste and resource infrastructure. It will also provide guidance on the recovery and reuse of different materials, and options for Victoria to become a flagship state for progress in resource recovery technology and improved recycling and resource efficiency.
